To replicate East Asian export success -- Govt invites consultants to conduct study

NEW DELHI, July 23

BECOMING wise to the export miracle in the Chinese and East Asian countries, the Commerce Department has invited consultants for the purpose of undertaking a study in respect of leather, textiles, electronic hardware and engineering products with a view to devising suitable strategies to make Indian products in these industries competitive in price and quality.

An official statement said on Monday that the objective of the study is to compare these industries in India with that of Korea, Taiwan, Malaysia, Indonesia and China. It would help the Government in grappling with the competitive position of these indus tries in India vis-a-vis the respective industries in the countries to be studied.

Based on the analysis, the study should spell out the strategies that could be pursued and policy instruments which are required to be put in place so that these sectors could become internationally competitive in the years to come.

The broad terms of reference of the proposed study would encompass analysis of the Indian industry, analysis of the counterpart industries in China, Korea, Taiwan, Indonesia and Malaysia, analysis of the domestic and foreign investment regulations applic able to the industries under study and in-depth analysis of policies of the subject countries in the areas of lending norms, tax and other incentives extended, export fillips, power tariffs, labour regulations/norms applied to the industry and other inve stment incentives provided.

The study should consider policies being followed by more prominent provinces in China where these industries are located and also in other countries. It should provide a broad analysis of the domestic demand and supply situation in these countries in re spect of key raw materials and finished products and also their expected growth rates, besides tracking trends in exports and imports of key raw materials and finished products in respect of the four industries in those countries. It would analyse infras tructure available to the industry and assess the implication of China joining WTO on India's external sector performance.

The study should provide a summary of the key findings through a detailed SWOT analysis of the four industries in the countries being studied and compare the findings with the Indian situation. Based on the study, the strategies that are required to be a dopted in India to make these industries globally competitive in the years to come should be worked out. While working out the strategies any special dispensation that is required to be made available to these industries in India should also be indicated .

Based on the strategies to be outlined, necessary policy measures required to be put in place in India for these industries should be indicated. Such policy measures should incorporate WTO-permitted measures.

Those who bid to undertake the study should be conversant with the industries and countries mentioned and the study would depend on the competence of persons who are going to be associated with the study and the bio-data of the persons involved in the st udy should be forwarded to the Department. Those having worked out studies in respect of these industries in those countries would have an added advantage.

The study should be completed within a span of four months from the date of issue of sanction, while an interim report should be submitted at the end of the third month. The draft final report would be discussed in a seminar to be attended by the stakeho lders. The bids should be preferred in two sealed covers (i) technical and (ii) commercial and should be sent to Mr R. Gopalan, Joint Secretary, Udyog Bhawan, New Delhi, latest by August 14.
