Rajya Sabha fails to take up cable TV Bill

NEW DELHI, May 17

THE Cable Television Networks (Amendment) Bill, 2002, which would pave the way for a conditional access system in the broadcasting sector, will have to wait, as the Rajya Sabha today could not take up the Bill for discussion and passage.

Government sources said that as there were "other important issues" for discussion, this Bill could not be taken up.

The Bill will now be taken up only in the monsoon session. However, if there is a substantial increase in subscription rates, the Government could issue an Ordinance to protect the interests of the consumers, they said.

On Wednesday, the Lok Sabha passed the Bill which seeks to regulate operation of cable TV networks through the mandatory installation of an addressable system for accessing pay channels.
