States No agreement on loan for Kerala, says ADB Our Bureau
THIRUVANANTHAPURAM, March 6 THE office of the India Resident Mission of Asian Development Bank (ADB) has said that there has been no agreement on a memorandum of understanding or policy matrix between ADB and the Kerala Government concerning the proposed public resource management programme loan. According to Mr Frank J. Polman, Country Director, India Resident Mission, ADB takes the view that an agreed policy matrix or programme is the policy of the borrowing Government and the executing agency. Mr Polman said this in a communication to the Centre for Biodiversity Studies based here which had earlier written to him expressing concern over ADB activities in Kerala. "Kindly be advised that the ADB only acts upon requests made by its member countries for assistance in lending and non-lending services. In recent years, the Government of India has requested ADB to focus part of its India operations in support of the States. In response to this request, ADB provided support to the State-level development programmes in Gujarat and Madhya Pradesh since 1996 and initiated discussions with Kerala in 1998'', Mr Polman said. Preparation of a possible loan assistance to Kerala would draw upon the collaborative work of technical assistance jointly developed by the consultants and the State authorities, ADB said.
