The EOI is open to national and international bidders

International bidders without local support will be required to provide performance guarantees

Thiruvananthapuram, Oct. 6 Infrastructures Kerala Ltd (Inkel), a State Government company to promote industrial infrastructure development, has invited expression of interest (EOI) for supply and installation of integrated vehicle monitoring system for the check-post modernisation project.

The State Government has decided to develop a Modern Computerised Integrated Check Post (MCICP) in the border points for speedy passage of vehicles and enhancing revenue collection.

WALAYAR POST

It has been proposed to develop the existing check-post at Walayar as a modern integrated check post. The basic concept of the programme involves multi-point decision making and single-point payment collection. The scope of work comprises supply, installation, testing, commissioning and operation of vehicle scanning systems and weigh-in-motion system (including check for dimensions) on a build, own, operate (BOO) basis.

Currently, about 1,500-2,000 commercial vehicles and contract carriages enter the State from the Coimbatore side requiring attention of Governmental agencies manning the check posts.

The commissioning of Vallarpadom container terminal is expected to make a surge in traffic. Going by the current trends of traffic growth, this number is projected to go up beyond 2,500 vehicles a day by 2012.

The passenger as well as goods vehicles need to be checked for conformity to standards such as weight dimensions. The goods vehicles shall include the goods, auto rickshaws, light motor vehicles, trucks and multi axle vehicles weighing up to 100 tonnes and up to 40 ft. in length.

DIFFERENT LANES

Different lanes will be provided for different load category. Hence, the requirements of the scanner and the weighing systems may be planned accordingly. Scanning is done to identify the type of goods carried, for conformity with documents and regulations. It educes time and effort compared to open checking and increases efficiency. The scanner must be equipped to deal with ‘section zooming’ and image-enhancement tools such as pseudo-colour and dynamic gray levels.

The scanner must be able to observe in detail, analyse and differentiate container cargos. It should also detect anomalies hidden in liquid, oil tanks, container interlayer and chassis. The imaging technology should also differentiate liquids of different densities.

The BOO operator shall be responsible for installing and operating sufficient number and type of equipment needed to ensure smooth functioning of check posts.

The EOI is open to national and international bidders. Bidders from outside India will be required to provide documents regarding local support from established Indian firms who are in existence for at least five years.

Such local partners should be in the business of manufacturing or dealing in similar or sophisticated engineering products during the relevant period.

International bidders without local support would be required to provide performance guarantees as may be specified by Inkel and must be prepared to set up a local office. Confirmation of these points must accompany the application for EOI.

The bidder is required to be an OEM/consortium with prior experience in installing and maintaining such scanning systems in places such as sea ports, check posts, airports, preferably in India.
