Chennai, Sept. 17

The Tamil Nadu Chief Minister, Mr M. Karunanidhi, today directed the police to step up vigil along the coastal areas to prevent “undesirable elements, in the name of Sri Lankan Tamil refugees”, from entering the State.

He also asked them to keep a watch and prevent possible entry of “sleeper cells” of terrorist organisations and ‘hawala’ transactions.

Expressing satisfaction over the law and order situation in the State, Mr Karunanidhi, while addressing a two-day conference of district collectors and police officers here, asked the police to ensure that no custodial death and illegal detention took place.

Education

On the education front, the Chief Minister said the State Government planned to make secondary education universal.

The vision of the programme was to provide high quality secondary education to children up to the age of 16 by 2015, and extend higher secondary education up to the age of 18 by 2020, he said. Twenty model schools will be opened this year, he said. Mr Karunanidhi said the number of farmers covered under the insurance scheme in the last three years has increased.

“The number of farmers insured went up from one lakh in 2006-2007 to 9.88 lakh in 2008-2009,” he said and asked the Collectors to take steps for bringing more farmers under the scheme.

Rural job scheme

He said Rs 888 crore was paid as wages to beneficiaries of National Rural Employment Guarantee Scheme from April 1, 2009 to August 31. “The target for this year is Rs 2,000 crore.”

Financial assistance provided by banks to self-help groups was Rs 2,174.57 crore in 2008-2009 whereas the amount of assistance given over the period of 19 years – April 1, 1989 to March 31, 2008 – was just Rs 3,163 crore. He asked the Collectors to intensify their efforts in this regard.
