Bill to amend Rubber Act introduced in LS

A Bill seeking to amend the Rubber Act 1947 to reflect the “immense changes” the industry has undergone over the years was introduced in the Lok Sabha on Tuesday by the Union Commerce and Industry Minister, Mr Anand Sharma.

Titled The Rubber (Amendment) Bill, 2009, it seeks to drop the “cumbersome restrictions” enjoined upon the industry for registration of estates and licence for planting and replanting of rubber, which are deemed “redundant in the liberalised scenario”.

Moreover, the existing procedures for assessment and collection of cess are time-consuming and complex. Hence, introduction of a self-assessment procedure would enable smooth collection and avoid delay.

Enhancement of penalty for violation of the provisions of the Act and introduction of a new provision for compounding of offences would check illegal transaction and evasion of cess.

Ensuring quality standards of natural rubber exported and imported as well as consumed in the domestic market is also essential. A single fund in the place of the General fund and the Pool fund would be an effective device for quick and smooth flow of money into the fund and it would give fresh impetus to the functioning of the Rubber Board, the Bill’s statement of objects and reasons said.

The Bill seeks to delete all obsolete provisions and substitute some of the existing provisions in the Rubber Act, 1947 in order to strengthen it to meet the changing scenario.
