Foreign university Bill will be taken forward: Kapil Sibal

On assuming office as the Human Resources Development Minister, Mr Kapil Sibal, told the media that he would be taking forward the foreign university Bill which has been delayed.

The Foreign Educational Institutions (Regulation of Entry and Operations, Maintenance of Quality and Prevention of Commercialisation) Bill, which got the Cabinet’s nod in February 2007 has been waiting in the wings.

The Bill seeks to regulate the entry, operation and maintenance of foreign education providers and protect students from receiving sub-standard quality of education offered by institutions who are more interested in viewing education as a lucrative business.

According to the provisions of the Bill, all foreign universities would get the status of Deemed Universities, thereby bringing them under the ambit of the University Grants Commission (UGC) regulations.

The Bill also seeks an undertaking from foreign education providers to maintain a corpus fund of not less than Rs 10 crore and a certificate of validation of the foreign university from its embassy or high commission in India.

The HRD Minister also said that he would continue the earlier policies of the ministry, but with a new approach and mindset. Mr Sibal said that the HRD portfolio offered great challenges and opportunity as it touched the life of every youth and every family. Listing his priorities, he said that every child should get an opportunity to study irrespective of the economic status. “We will take steps to ensure every child gets an opportunity to study,” he said.
