Raja Chelliah passes away

Dr Raja Chelliah

Our Bureau

Chennai, April 7 Dr Raja J. Chelliah, noted economist and Chairman Emeritus, Madras School of Economics, passed away here today. He was 86.

The soft-spoken Padma Vibhushan recipient was famous as much for his articulation as for his erudition. Though he served the discipline of economics first as an academic and later as an administrator, Dr Chelliah will perhaps be most remembered for his role as the Chairman of Tax Reforms Committee, set up by the Government of India, in 1991-95, the crucial early years of India’s economic liberalisation.

In those years, he helped shape the country’s economic policies also in other capacities such as those of Fiscal Advisor, Union Ministry of Finance, and Chairman, National Institute of Public Finance and Policy, New Delhi,

Dr Chelliah was also member of the Planning Commission and the Ninth Finance Commission in the late 1980s and early 1990s.

Between 1969 and 1975, he served as the Chief, Fiscal Analysis Division, IMF.

Dr Chelliah is survived by his wife and two daughters.

Condolences pour in

Sources in Madras School of Economics said that the Prime Minister, Dr Manmohan Singh, called Mrs Chelliah and offered his condolences.

Dr Y.V. Reddy, former Governor, RBI, said that he “always looked to Dr Raja Chelliah for inspiration and guidance”.

Describing Dr Chelliah’s death as a “big personal loss”, Dr Reddy said that Dr Chelliah gave up a highly paying assignment at IMF to come back to India and serve his motherland.

“He was always very cheerful and very pleasant. I was very fortunate to have received his personal affection,” Dr Reddy said, recalling that he and Dr Chelliah had been friends for over four decades.
