People CAT fines Shipping Secretary; Kandla official reinstated Our Bureau Kolkata, Feb. 28 The Central Administrative Tribunal (CAT), in an order, has slapped a fine of Rs 25,000 on the Union Shipping Secretary for alleged contempt of court relating to Kandla Port Trust’s former Deputy Chairman, Mr Monoranjan Kumar’s service in the port, and has stripped the present Deputy Chairman, Mr M.A. Bhaskarachar, of his position. The order also reinstates Mr Kumar as the Deputy Chairman of the port. The CAT order follows the year-long tussle between Mr Kumar and the Union Government. Mr Kumar was first asked to revert to his parent ministry, i.e. the finance ministry, in January last year. But he refused to go back. He challenged the government order in CAT that upheld his position. Subsequently, when the Chairman of Mormugao port, Mr P. Agarwal, was appointed Chairman of Kandla port as an additional charge, an order was issued stripping Mr Kumar, then Deputy Chairman, of all powers save the power to oversee the safety and security of the port. Mr Kumar again went to CAT and regained his full powers. In August last year, when Mr Kumar was out of Kandla, the Shipping Ministry issued an order asking him to immediately relinquish his charge. Mr Bhaskarachar, then Deputy Chairman of New Mangalore port, was also asked to take over as the Deputy Chairman of Kandla port as an in-charge. Mr Kumar again went to CAT against this. In November last year, Mr Bhaskarachar was made full-fledged Deputy Chairman pending the order of CAT. Mr Monoranjan Kumar, belonging to the Indian Economic Service, was appointed the Deputy Chairman of Kandla Port Trust in September 2006. He also served as the Chief Vigilance Officer of the port.
