User levy at new airports: Domestic passengers spared

New Delhi, Feb. 21 Domestic passengers flying from the new airports in Bangalore and Hyderabad will be spared the development levy planned.

The Government has, however, allowed the GMR group-promoted Hyderabad airport and the Siemens-promoted Bangalore airport to levy a user development fee (UDF) of Rs 1,000 and Rs 900 respectively in the case of every international passenger flying out.

“For the time being the promoters have been asked not to levy any user fee on domestic passengers. We have asked them to do their due diligence again and then a decision can be taken on how much should be charged,” a senior Government official said.

The UDF is a fee that is levied to allow the developers of private sector airport to recover a part of the project cost.

The new airport in Hyderabad is to become operational on March 16, while the Bangalore airport is to start functioning two weeks later.

The concession agreement that the Government has signed with the promoters of the airports allows them to levy UDF of up to Rs 750. Siemens was looking at levying a fee of Rs 675 on every domestic passenger flying out of Bangalore.

The domestic airline industry has largely been against the decision to levy UDF on domestic passengers. “If the cost of flying between cities such as Chennai and Hyderabad rises, more passengers may be tempted to take the train,” said an airline official.
