Employment Govt setting up Skill Development Mission
Our Bureau New Delhi, Nov. 22 The Government was planning a Skill Development Mission, said Mr Montek Singh Ahluwalia, Deputy Chairman, Planning Commission. The Mission aimed at encouraging the latent entrepreneurial energies of people. He was addressing an employment summit organised by Confederation of Indian Industry. Mr Ahluwalia warned that if the problem of skill deficit was not addressed, there was no way India could achieve the proposed nine per cent growth during the 11th Five Year Plan. A proposal to develop Industrial Training Institutes in partnership with the private sector was also being developed. The Government’s role was changing from being a vocational training provider to a facilitator and partner in employment generation and skill development, said Mr Ahluwalia. The 11th Five-Year Plan hopes to help create 70 million jobs between 2007 and 2012. Informal sectorAccording to Dr Bhalchandra Mungekar, Member, Planning Commission, the informal sector of the Indian economy was in crisis, and there was a need to formulate a package that would enhance skills development in the informal economy. More than 90 per cent of the country’s workforce is employed in the informal sector. Facilitation of the social and economic integration of excluded groups and disadvantaged segments also needed to be addressed. The Director of International Management Institute, Dr C.S. Venkata Ratnam, called for a re-engineering of educational institutions. Mr B. Santhanam, Chairman, CII National Committee on HR, and Mr Visty Banaji, President and ED (Group Corporate Affairs) Godrej Industries, also addressed the summit.
