Human Resources Industry & Economy - Power Govt planning IT-enabled energy accounting system
Our Bureau New Delhi, Sept. 20 The Centre plans to put in place an IT-enabled energy accounting system to bring down aggregate technical and commercial (AT&C) losses, pegged at around 35 per cent currently, to acceptable level of 15 per cent by 2012, according to Power Minister Mr Sushilkumar Shinde. “There is a plan to establish an IT-enabled energy accounting system all over the country to reduce AT&C losses to around 15 per cent,” he said in his keynote address at the ‘India Electricity-2007’ seminar on Thursday. Mr Shinde also said a revised version of the Accelerated Power Development and Reform Programme (APDRP) would be put in place soon. It would help in upgrading the distribution system, minimising losses, improving metering and assigning responsibility for realisation of user charges. Inviting higher private investment in the power sector, Mr Shinde said that the lack of adequate domestic manufacturing capacity for generation equipment has been a major bottleneck in the way of timely completion of projects. Creating more players in this field is the only way to increase capacities, reduce costs and increase accountability, he added. Mr Shinde described the capacity addition of 78,000 MW by 2012 as achievable, as projects totalling a capacity of 50,000 MW are already under implementation. IPO responseHe added that the overwhelming response to the recent IPO of Power Grid Corporation has demonstrated the “tremendous” investor enthusiasm for the sector. Efforts are being made to capitalise on the investor interest not only for the proposed IPOs of state-owned power corporations, but for equity and loan financing of projects in the sector.
