Our Bureau Kolkata, July 10 Coal India Ltd (CIL), taking the first major step to fight corruption in public contracting, on Tuesday announced its decision to sign a memorandum of understanding (MoU) with Transparency International India (TII), for integrity pacts with vendors and transparency in its public procurement practices. Under the programme, an integrity agreement would be signed by the bidders against each tender, and the applicability would begin when a bidder submits a document to CIL, which too would be signing the agreement. Announcing this to newspersons here today, Mr Partha S. Bhattacharya, Chairman, CIL, said the need for such a decisive step, only the second large PSU after ONGC to do so, was felt necessary because of the targeted rapid growth (increase of 38 per cent over the Tenth Plan) in coal production from both opencast and underground mines during the 11th Plan period beginning 2007-08. The decision to sign the memorandum was taken following a brainstorming session on Monday involving functional directors of CIL, CMDs and CVOs of all subsidiary coal companies, besides other experts like Admiral (Retd) T.H. Tahiliani, Chairman of TII; Mr Subir Raha, former ONGC Chairman; Mr Sujit Banerjee, Secretary, CVC; and Dr S.P. Sethi, Additional Secretary, Ministry of Coal. Mr Bhattacharya said in the terminal year of the 11th Plan (2012), CIL would be required to produce 520.5 million tonnes of coal to ensure the nation’s energy security. And this would entail procurement of goods and services, including contracts to the tune of nearly Rs 18,000 crore (Rs 10,000 crore per annum).
