New Delhi April 3 With the Sasan bidding process mired in controversy, Power Finance Corporation (PFC) has now decided to appoint a consultant with expertise in vetting contracts and commercial transactions for Ultra Mega Power Projects in the pipeline. It has invited applications from prospective candidates till Wednesday. However, the move inviting applications from consultants, initiated by PFC on March 29, could be a little late in coming as bidding for projects has already gone through while the process has been kick-started for two more projects, according to analysts. On its new plans to appoint the consultant, PFC has said that in order to develop the Ultra Mega Power Projects on a fast track basis, the company requires a consultant, who is an expert in the areas of "contracts and commercial." It plans to appoint the consultant on a full-time basis for one year, by which time it expects the bidding process for most of the projects to go through. The consultant would be mandated to assist PFC in evaluation of bids for technical consultancy firm, assist in finalisation of the RFQ (Request for Quotation) and RFP (Request for Proposal) bid documents. Besides, the consultant would be required to assist in finalisation of draft Power Purchase Agreement to be attached with the RFP document in consultation with procurers and in finalisation of the contract documents to be entered with the selected developers.
