Private cos to be asked to furnish backward class headcount details

New Delhi Feb. 2 As part of the Government's plans on affirmative action, India Inc may have to conduct and make public a new kind of roll call. The Government is likely to make it mandatory for all registered companies to disclose data relating to backward class employees they hire for positions in the peon, clerical and assistant grade.

The Government has indicated the move in its ongoing meetings with the industry on the issue.

"The companies will have to provide the data in their balance sheet on a periodic basis. If the companies fail to do so voluntarily, the Government will not hesitate to make it a statutory obligation," a communication by the Government to the chamber said, according to the Secretary-General, Assocham, Mr D.S. Rawat.

The "statutory obligation" may be instituted as early as 2008, by which time the Government will see if the companies are adopting the disclosure voluntarily.

A corpus is also proposed for providing loans to backward class students for higher studies at subsidised rates. Both the Government and the private sector will contribute to the corpus. The proposal came forth in a recent meeting of the Principal Secretary to the Prime Minister with industry bodies and banking sector representatives on providing cheaper loans to these students. Whether the corporates will have to contribute voluntarily or compulsorily has not been indicated. However, the Indian Banks' Association representatives present at the meeting had expressed their reservations to such a proposal.

Assocham, along with Confederation of Indian Industry, had accepted in the past to implement affirmative action among their members.
