DoT has open mind on Reliance Comm GSM foray

The Department of Telecom said on Wednesday that it was examining with an open mind Reliance Communications' proposal to offer GSM-based cellular services and that there was no decision yet on banning any company from offering both GSM and CDMA services in the same circle.

"We have not yet gone through Reliance's GSM application. DoT's policy is to accommodate everyone. We don't want to close the door on anyone," said DoT officials. The clarification comes in the wake of reports that DoT had taken a view that operators could not use both technologies in the same circle.

However, State-owned Bharat Sanchar Nigam Ltd and Mahanagar Telephone Nigam Ltd are also offering both GSM and CDMA services in the same circles. Reliance Communications also has a Unified Access Services Licence which being technology-neutral allows the operator to offer services under any technology. One of the issues being examined by DoT is the availability of spectrum.

Earlier, DoT officials had indicated that the company might have to give up some part of the CDMA spectrum in case it decides to switch completely to GSM. Reliance has, however, clarified that it was not making a complete switch to GSM but only exploring the option of expanding the mobile network using both technologies.
