Lateral bulge

The article `Battle of the bureaucratic bulge' (Business Line, February 10) makes an interesting observation about the lateral induction to the bureaucracy. However, we must point out that academic ease of the suggestion is fraught with many State-specific TRAP (transparency, responsiveness, accountability and performance) constraints.

Maharashtra and Gujarat have the distinction of being high-income growth States.

Will lateral induction bring about a change in ensuring social equality is a matter of speculation for the development leadership in the bureaucracy.

The performance appraisal mechanism mooted by the Prime Minister, Dr Manmohan Singh, is perhaps gathering dust in the steel frame.

So it is high time we give a fresh as well as critical reading of the Indigenous treaties on statecraft.
