SSI Kerala small industries body plea on electrical inspectorate Our Bureau
Kochi , Nov. 28 THE Kerala State Small Industries Association (KSSIA) has suggested that the Kerala State Electricity Regulatory Commission study the viability of continuing with the functioning of Electrical Inspectorate in the State as the transaction cost of the consumers are ever increasing on account of the policing duties of inspectorates. Electrical Inspectorate is constituted as per Section 36 of Indian Electricity Act, 1910. Installations of generator, HT (high tension) installations and LT (low tension) wiring are now monitored and regulated by Electrical Inspectorates, which is causing cost overrun and time delay. If at all Electrical Inspectorate has to be retained, the Electricity Regulatory Commission should ensure that its functioning should be complimentary to the regulations being introduced or observed by the commission. The Association President, Mr Xavier Thomas Kondody, in a memorandum submitted to the Electricity Regulatory Commission also pointed out that the performance of Electrical Inspectorate should be brought under the purview of the Commission. He also suggested setting up the code review panel envisaged in the supply code with one member from KSSIA representing the LT industry. According to KSSIA, immediate steps should be taken to replace old meters with multi-function meters and its quality and performance standards should be closely monitored so as to avoid disputes being prevalently raised on the issue of tampered meters by authorities. The Association also demanded providing separate service connections to designated industrial estate, growth centres, industry development plots and de-link from domestic connections. It also wanted to observe close monitoring on the functioning of capacitors.
