IT-enabled Services Government - Policy Goa announces incentives for IT sector Our Bureau
Panaji , Nov. 14 WITH its desire to create infrastructure for IT-enabled services to translate into big job opportunities, the Goa Government plans to focus on broadband connectivity on demand to individual homes, joint venture for creation of incubation facilities and setting up of a Special Economic Zone with emphasis on IT. The State Minister for Information Technology, Mr Dayanand Narvekar, announced a series of projects and incentives in the information technology (IT) sector with a target of generating 25,000 jobs in five years. He reiterated the plans for the IT park at Salvador do Mundo in North Goa and a hi-tech habitat at Dona Paula on the outskirts of the city. He said the Serula Communidade (local land commune) has agreed to allot 8.12 lakh sq metres of land to the Government for the proposed IT park. He also said that there is a plan to set up an animation park in Bardez taluka, with the potential to generate substantial job opportunities. Elaborating on the incentives planned for attracting investment in IT sector, Mr Narvekar said units employing local youth would get employment incentive at the rate of Rs 15,000 per annum per employee, with a maximum of Rs 75 lakh per unit per annum for the first two years. There will be stamp duty reimbursement on land or building purchased in notified IT park or industrial estates operated by the State-owned Goa Industrial Development Corporation. The Government also plans for "special treatment" for investment proposal in IT/ITES industry exceeding Rs 50 crore or promising to generate more than 1,000 jobs in case of IT and 1,500 jobs in case of ITES. The State's IT policy 2005 released recently also promises a 25-per cent subsidy on power consumption for two years, 25 per cent capital subsidy on in-house backup power plant, with a maximum of Rs 10 lakh and 25 per cent subsidy on water consumption for five years. Besides, the industry would be exempted from application of certain Acts such as the Factories Act 1948 and The Minimum Wages Act 1948. In terms of e-education, he said the project would include setting up of computer centres in each middle school, while college and university curriculum in technical courses would be modified to focus on IT. He also spoke of plans to "leverage local language skills in Portuguese." Mr Narvekar also said that the State IT Department's stall `Discover IT in Goa' and `Work in Paradise' bagged the second prize at the global IT event in Bangalore held recently.
