More States finalise norms to provide power utility choice

POWER consumers across a majority of States could soon have the choice to select their electricity distribution utility, with 19 States finalising their open access regulations.
These regulations are the key enabling provision for State Electricity Regulatory Commissions to usher in choice for the end-consumer of power, starting with industrial consumers. Andhra Pradesh, Haryana, Karnataka, Maharashtra, Punjab, Madhya Pradesh, Rajasthan, Tamil Nadu, Uttar Pradesh, West Bengal, and Delhi are among the States that have issued open access regulations for retail consumers, the Central Electricity Regulatory Commission (CERC) said in a statement. According to the CERC, while 10 States have even finalised the method to be adopted for calculation of open access surcharge, most States have given the time schedules for implementing the open access in electricity.
The Electricity (Amendment) Act, 2003 requires State Commissions to provide choice within five years to all consumers using a load of one MW watt and above, the release said.
According to the CERC, the State Commissions have adopted different methods of computing surcharge.
Tamil Nadu, Chhattisgarh, Rajasthan, and Haryana have followed an `embedded cost' method for calculating the surcharge to be paid by the consumer for shifting to a new service provider, the release said.
