APERC proposal for fixing wheeling charges, tariffs

THE Andhra Pradesh Electricity Regulatory Commission (APERC) has come out with a draft proposal to determine wheeling and retail supply charges, inviting suggestions by October 22.
According to a statement from the APERC, the multi-year tariff period shall normally be for five years and the first control period shall, however, be three years from 2006-2007 to 2008-2009.
The licensees are expected to submit the multi-year annual revenue return (ARR) filings for the control period at least within 90 days of the commencement of first control period, and 120 days in case of subsequent control periods.
To finalise the tariff determination, licensees shall also submit annual filings. Each year, licensees need to file these annual revenue return (ARR) and tariff structure as per the regulator. This helps determine the tariff structure for the whole year.
The commission may allow the variations in some items on account of factors such as vagaries of nature, changes in laws of land and Government policies, wide market and economic influences.
The licensees have to submit resource plan for the control period covering April 1 of the year preceding the financial year to determine various tariff and other issues. Based on these filings, the commission shall adopt various approved values while determining the revenue return of licensees.
The ARR for first year of the control period shall cover the normal components such as cost of power procurement, return on capital employed, depreciation, taxes on income among others. For the subsequent years, the ARR will cover corrections for uncontro- llable items and for indexed parameters like inflation of controllable functions.
