Delhi, Mumbai airports modernisation — Govt may award contracts by November

THE Government will finalise the draft concession agreement for phase II of the national highway development programme on Friday and hopes to award bids for the modernisation and restructuring of Delhi and Mumbai airports by October-November this year, senior Government officials said.

Briefing newspersons after a meeting of the Infrastructure Committee of the Prime Minister, the Deputy Chairman, Planning Commission, Mr Montek Singh Ahluwalia, said that the transaction document for both the airports should be ready by end of July.

"Some Ministries and even the Planning Commission had differences on the transaction document. However, now those differences have been ironed out. The Law Ministry will finish whetting the documents by end July," Mr Singh said. The Government plans to award contracts for both the airports simultaneously, officials said.

This means that there will be a short delay in the airport modernisation process as the Government planned to award the contracts for the two airports by August-September this year.

The Government, which has received bids from eight entities, including Reliance, L&T and GMR, plans to offer the two airports to the successful bidders for a period of 30 years that could be extended by another 30 years.

The meeting today also reviewed the progress that has been made in other infrastructure sectors and set monthly targets for their completion.

"We set milestones for completion of ports, railways, airports and roads. We are closely monitoring the projects. There are some slippages in terms of time, but we have set clear targets for their implementation," Mr Singh said.

The Deputy Chairman added that the Prime Minister, Dr Manmohan Singh, was to hold another review meeting on the progress being made in the infrastructure sector in early August.
