Chief Minister of Orissa, Mr Naveen Patnaik, deserves congratulations for boldly implementing the VAT system in the State with effect from 1st April 2005 despite BJP-ruled states not joining the stream.

This transparent system of taxation, which has been successfully implemented in the all European countries, gives traders a clearer picture of their tax liability position.

Despite initial teething problems in implementation, the VAT system would go a long way in strengthening the tax system.
