Infrastructure Third party to evaluate quality of work on AP irrigation projects Our Bureau
Hyderabad , Aug. 26 THE State Government will appoint a reputed firm to evaluate the quality of the work on various irrigation projects to be executed by private companies. The Government will shortly issue a public notice inviting applications in this regard, according to Dr C.V.S.K. Sharma, Principal Secretary, Department of Irrigation and Command Area Development. Dr Sharma told newspersons here on Thursday that the State Government had also constituted a technical evaluation committee comprising Engineer-in Chief of the Irrigation Department, Technical Advisor to the Government, Chief Engineer of Medium Irrigation and Director of Works Account, to evaluate the bids submitted by the firms pre-qualified to take up the engineering procurement contracts (EPC). Out of 26 firms which responded to the pre-qualification tenders invited by the Government, nine firms were selected. Stating that the Government had decided to complete 26 pending irrigation projects in a span of five years at a cost of Rs 26,000 crore, he said that the selection of the contractors was transparent and was based on various parameters including their turnover, networth, previous year's profits and experience in executing major irrigation projects. Dr Sharma said that the Irrigation Department had issued tender notices for 22 packages of works, worth Rs 4,020 crore, pertaining to various irrigation projects. Another 30 packages would be prepared in the next ten days for which tender notices would be issued in a fortnight. In addition, packages were ready for 28 medium irrigation projects, which were decided by the Government to be completed in two years. All these works would be entrusted to the pre-qualified firms. He said that if the earlier process of calling for tenders for each project separately was adopted, the construction works would be delayed and the projects would not be completed within the time specified. Hence, the Government had decided to go in for pre-qualification tenders so that the selected firms could take up the works simultaneously. The works for which tenders were called would be grounded by October so that there would substantial progress in the execution of the projects this year itself. There was no scope for the pre-qualified firms deriving undue benefit, as the irrigation department officials would prepare a detailed estimate of the works. "If the value of bids are more than 5 per cent of this estimate, they would be rejected", Dr Sharma added.
