Interim regulator for broadcasting sector on cards

EVEN as the chaos surrounding the implementation of the Conditional Access System (CAS) persists, the Information and Broadcasting Ministry is considering the setting up of an interim regulator for the broadcasting sector.

The Ministry is of the opinion that the implementation of CAS has become problematic because of the differences between the stakeholders. "The interim regulator could address this issue," said sources. They added that the interim regulator would address the issue of content in channels, whether the advertising and the programme code is being adhered to, pricing of pay channels and other such issues. The I&B Ministry is working on a draft and the framework should be ready shortly, said sources. Interestingly, the Delhi High Court order on the implementation of CAS for the next three months on an experimental basis also mentions the need for a regulator.

Meanwhile, the Government is awaiting reports from the Delhi State Government on the implementation of CAS. Officials said that there have been problems relating to activation charges that some cable operators have been charging. Also the cable operators have been changing their multi-system operators (MSO) leading to problems with the set-top boxes (STB).
