Narayan moves over to PMO — D.C. Gupta is Finance Secy

NEW DELHI, June 11

THE Government has appointed the Finance Secretary, Dr S. Narayan, as Secretary in the Prime Minister's Office (PMO).

Dr Narayan will formally assume charge after June 30, when he is due for superannuation.

Official sources confirmed that the Secretary, Department of Expenditure, Mr D.C. Gupta, would take over as the new Finance Secretary, after Dr Narayan demits office. Mr Gupta will, however, continue to be the Expenditure Secretary even after his elevation to the post of Finance Secretary. At the same time, the Department of Economic Affairs (DEA) will not come under Mr Gupta's domain.

The Government will soon appoint new secretaries to the DEA as well as the Department of Banking & Insurance. While the DEA Secretary's post will become vacant following Dr Narayan's exit, the Secretary, Department of Revenue, Ms Vineeta Rai, is currently holding additional charge as Banking Secretary. It is learnt that Mr Adarsh Kishore and Mr Pradipta Ghosh, who are Additional Secretaries in the Finance Ministry and the PMO respectively and have been empanelled for Secretary-rank, will fill the vacant slots. Mr Kishore is tipped to be the new Banking Secretary and Mr Ghosh, the DEA Secretary.

Dr Narayan's appointment as Secretary in the PMO is seen to be significant, particularly in the light of this post having been previously occupied by the high-profile, reformist bureaucrat, Mr N.K. Singh.

The PMO has been without a Secretary, since Mr Singh's departure and subsequent appointment as Member, Planning Commission. Dr Narayan's new innings is expected to provide a fresh impetus to reforms and reinforce the PMO's role in overall economic decision-making.
