Knitwear & Hosiery Change of port allowed for exporters of hosiery G. Gurumurthy
COIMBATORE, June 11 THE Central Board of Excise and Customs (CBEC) has allowed a request from the exporters of hosiery products to permit change of port other than the one mentioned in the export document issued by the Apparel Export Promotion Council (AEPC) so that the shipments are cleared expeditiously. The board has taken the decision to permit the change of port in consultation with the Ministry of Commerce in the wake of reports of difficulties expressed by the hosiery exporters in this regard. According to a communication from the board, it has been now decided that the respective jurisdictional Customs officials (Assistant Commissioners/ Deputy Commissioners) handling exports should allow change of port in the EDI shipping bills/invoices on receipt of such requests from the shippers so that their shipments get cleared without waiting for an amendment in the relevant certificate issued by the AEPC. The move has come at the instance of the Commerce Ministry, which has brought to the board's notice on the difficulties faced by the shippers. The Commerce Ministry has pointed out that the exporters of hosiery faced with problems in shipment of exports via a port other than the port mentioned in the AEPC certificate. These shippers are required to obtain an amendment in the AEPC certificate if they wanted to change the port and then the amendment in the Shipping Bill is permitted by the Customs. This process causes delay in clearing the shipment and eventually affects the target date of exporters. The shipment can now be allowed pending AEPC ratification on change of port and a suitable ratification could be later obtained from the AEPC, the board has stated in the communication.
