Food park funds not used fully: Minister

NEW DELHI, Jan. 8

FAILURE of the States and Union Territories to fully utilise the first instalment of the funds released by the Centre for the food parks has led to a delay in the release of the second instalment, the Union Minister of State for Food Processing (Independent charge), Prof Chaman Lal Gupta, has said.

Addressing a meeting of the State Nodal Agency of the States/Union Territories in the food processing sector on Tuesday, Prof Gupta expressed his unhappiness about the improper utilisation of the Central fund for 22 food parks in the country.

He said food parks conceived as infrastructure hubs for providing common facilities to small and medium enterprises in food processing needed to be set up on priority. They could follow either pattern of industries located in one identified location of an industrial estate or could follow the structure adopted by States as Punjab which involved common facilities set up in a State farm along with nursery for raising of appropriate planting material dispersed within a radius of 20-30 km.

The Minister said each State/Union Territory should develop commodity-differentiated strategies in areas where they had comparative advantage in the export market.

Prof Gupta said the Ministry of Food Processing Industries could assist in the commissioning of studies for such commodity-based profiles, the food park and agri-export zone could be set up primarily around these commodities.

The Secretary of the Ministry, Mr D.K. Tripathi, informed that a Committee had been formed in his Ministry under the Chairmanship of a Joint Secretary with representations from States to look into various aspects of the excise policies of the States.

The meeting also discussed the incentives that could be given to the private entrepreneurs in the food-processing sector including equity participation by the Small Farmers Agri-business Consortium (SFAC).
