Smooth operators

This refers to the analysis, `Babus as negotiators', (Business Line, April 25), on the way the country is being short-changed in every negotiating round because of the incompetence of bureaucrats.

They may have been alright in times when they could get by with only ``charming objectivity'' as their virtue. For many of the shortcomings politicians receive flak at least, in media, but the babus who bungle seem to go scot-free and are never asked to clean up the mess after them. Their tenures are so short that they can suggest anything with impunity without having to face the consequences of their counsel. Recently, the top appointments in the Finance Ministry and the struggle for representing India in the WTO reflect the way in which the requirements of the job are sacrificed for career advancement.
