Appointment norms for port trust chairmen posts revised

NEW DELHI, Aug. 2

THE Centre has revised the guidelines on the appointment of port officers as chairmen/deputy chairmen in port trusts following the re-categorisation of the 11 major port trusts into two categories instead of the earlier three.

According to the revised categorisation, the major ports of Mumbai, Calcutta, Visakhapatnam, Chennai, JNPT and Kandla have been designated as Category-I ports, while Mormugao, Kochi, Tuticorin, Paradip and New Mangalore will be Category-II ports, an offi cial release said here on Wednesday.

Under the revised guidelines, the Department of Shipping would decide, with the approval of the Minister, whether for a particular vacancy of chairman or deputy chairman an officer of All-India Services, Central services or an officer from the ports cadr e should be appointed.

In case it is decided to appoint an officer from All-India Services/ Central Services, a panel of names will be obtained from the establishment officer, Government of India.

If it is decided to appoint an officer from the ports cadre, chairmen from the ports cadre serving in Category -II ports with a minimum of two years of service in that capacity will be considered, in case the vacancy of chairmen is in Category-I ports, t he release stated.

Besides, port officers working as deputy chairmen in Category-II ports will be considered for appointment as deputy chairmen of Category-I ports who,in turn, will be eligible to be considered for the post of chairmen of Category-II ports, subject to thei r having put in two years of service in that capacity.

The suitability of port officers will be evaluated by a committee set up for the purpose. Officers, who are appointed as chairmen/ deputy chairmen in major ports including those who are already serving in this capacity, would be treated as on transfer to the port and are also liable to be transferred to any other major port.

The chairmen and deputy chairmen of Category-I ports would get the pay scales equivalent to Schedule A and schedule B of public sector undertakings (PSUs) while those of Category-II ports would get the pay scales of board-level posts equivalent to Schedu le B and Schedule C of PSUs respectively.
